Development of a Commodity Tracking, Distribution and SMS Aggregation platform in Mogadishu Somalia

Who we are

Oxfam is a leading humanitarian organisation. In Somalia, Oxfam is one of the key Water, Sanitation and hygiene (WASH) actor. 

The prevailing situation in Somalia makes humanitarian access to conflict affected communities difficult, and is a critical challenge at times of acute crisis such as cholera outbreaks. 

Oxfam and its partners in Somalia have concluded a successful pilot project using mobile phone based platform to undertake public health promotion and are in the process of developing a fully fledged mWASH (mobile based WASH platform able to implement an integrated WASH program.

The mWASH platform should have capacity to undertake distribution & monitoring of Non Food Items (NFIs) as well as conduct accompanying community education.

Purpose of the consultancy

The consultancy involves development and testing of a Commodity Tracking, Distribution and SMS Aggregation (CTDA) platform in Mogadishu Somalia. 

The CTDA component should be interoperable with the existing SMS based interactive community education platform. 

The aim of the CTDA component is to add a function to manage distribution of WASH NFIs and enable a fully fledged integrated mWASH program in the insecure/hard to reach locations in Somalia.

What we are looking for

The consultant should have a university qualification in IT with specialization in software development, demonstrated experience developing SMS based and other mobile phone based public health applications – there should be proof of at least one application working in the field. 

In addition, S/he should have demonstrated experience working with SMS gateways APIs (Application Programming Interfaces) and development of dynamic content driven enterprise web applications as well as experience in development of flexible and highly scalable J2EE applications.
