Request for Expression of Interest (EOI) to Conduct an Evaluation of a 5-Year Maternal-Newborn Health Programme in Kenya
The Department for International Development (DFID) of the United Kingdom supports the Government of Kenya’s (GOK) efforts to attain the country’s development goals.
DFID has worked with the GOK to develop a five-year Maternal and Newborn Health Programme, worth £75.3 million.
UNICEF Kenya is overseeing the program; the program will be implemented by UNICEF, the Liverpool School of Tropical Medicine and Options (MSI) in a total of six counties plus national-level support.
The Maternal and Newborn Health Programme aims to reduce maternal and neonatal mortality by increasing access to and utilisation of quality maternal and newborn health services, particularly skilled delivery, postnatal care, basic and comprehensive emergency obstetric and neonatal care.
The programme has five components:
Component 1: Training health workers in emergency obstetric and neonatal care (EmONC) nation-wide (this component is implemented mainly by LSTM)
Component 2: Health systems strengthening and demand-side financing in five counties and the national level (Implemented by UNICEF)
Component 3: Health systems strengthening and demand-side financing in one county and implementation of an innovation challenge fund across 3 DFID supported counties. (Implemented by Options/MSI.)
Component 4: Monitoring and independent review to monitor progress against the indicators and milestones.
Component 5: Programme evaluation, to assess outcomes and impacts.
UNICEF is looking for qualified institutions to conduct an independent implementation and impact evaluation of the MNH programme.
The evaluation will be managed administratively by UNICEF and technically by an independent Expert Group.
The evaluation is expected to investigate the following key questions:
- Outcomes and impacts: What has been the change in maternal and newborn health outcomes in Kenya, and particularly in the six focus counties?
- Relevance: Is the Maternal and Newborn Health Programme an appropriate response to the Kenyan maternal and newborn health context?
- Effectiveness: What strategies to improve skilled delivery work best in different contexts (urban, agrarian, nomadic)?
- Efficiency: How do the programme costs and benefits vary by context and by implementation package?
- Sustainability: What evidence is there to suggest that any gains will be sustained, particularly for disadvantaged populations?
Interested institutions/corporate entities/consulting firms are hereby invited to submit their Expression of Interest to undertake the study by submitting the requisite summarized documentation to support the Pre-qualification Eligibility Criteria below:
- Detailed company profile including evidence and year of registration as legal entity
- Demonstrate that the firm has a minimum of three years’ experience in the relevant business area. To provide year wise details for similar assignments in the past 3-5 years
- Prove that it is tax compliant and holds valid VAT registration certificate
- Provide audited financial company accounts for two successive years.
- Provide at least two references of customers providing similar services (name and contact numbers)
Expressions of Interest may be submitted by email (with attachments not exceeding 10 MB), postal/courier service or hand delivery (name and ID details of individual delivering to be communicated by email at least 1 working day earlier) to reach by November 10, 2014 at 12 noon (Kenya time).
