Capital Markets Investor Profile Study

The Capital Markets Authority (CMA) is a statutory agency charged with the prime responsibility of regulating the development of orderly, fair and efficient capital markets in Kenya. 

The Authority is currently undertaking comprehensive reforms to deepen the capital markets industry. 


One area that has come under consideration is the investor education approach with regards to developing a more robust and targeted campaign.

Following the development of the Authority’s Strategic Plan for 2013-2017, Investor Education and Public Awareness was identified as one of the key mandates to be enhanced. 

The Authority proposes to undertake a study on the investor profiles to enable it to adopt a more focused and targeted Investor Education Strategy informed by data received from the study.
 

a) Objectives of the Study
 
The investor profile study is intended to assist the Authority in developing a more targeted investor education approach based on information that includes demographics such as location, age, profession, marital status, education as well as size, outlook, focus and risk appetite for institutional investors, etc. 

The study will also enable the Authority to ensure optimal allocation of resources to investor education through a phased and structured approach to each segment while maximizing impact and value for money from outreach and education initiatives. 

In addition, the survey will include the East African and international regions, to be provided by the Authority, given the impact of Foreign Direct Investment FDI in the capital markets as well as the potential for increased participation in the development of our market.

(b) Scope of work
 
The study will be expected to come up with a report on:
 
i. Various investor segments in the markets and their behaviours and nature;
 
ii. Their level of understanding of the capital markets and reasons for that level;
 
iii. Their propensity to invest by these segments.
 
The study must also come up with recommendations on the most impactful method to reach each of these segments with an appropriate and costed implementation plan. In carrying out the exercise, the consultant shall involve several market stakeholders as per the Terms of Reference that will be provided.
 
Interested firms shall be required to provide information indicating that they have the necessary qualifications, capability, experience, resources, tools and facilities to carry out the Exercise. 

Such information shall include a detailed company profile, description and evidence of experience in similar assignments carried out, and availability of qualified and experienced key personnel for this assignment. Shortlisted persons will be issued with a Request for Proposal (RFP) document with specific terms of reference.

Background
 
The Kiambu County Government is in the process of transforming its operations to improve service delivery to the county citizens. 

The County Government is aware of the importance of rationalizing the county human resources, assets and liabilities verification and revenue collection processes towards the budget implementation process.

Section 30(3) of the County Government Act further requires the County Governor to be accountable for the management and use of the county resources. 

For this purpose, the County Government wishes to partner with competent and qualified consulting firms to provide expertise in the above areas of the County operations.
 
No. 001/2013 – Human Resource Audit
 
The objective of the consultancy is to undertake a physical verification of all employees to identify non-existent employees and provide recommendation to strengthen controls.
 
The specific objectives of this assignment are to:
  • Evaluate the current organizational structure and roles and assess Human Resource levels against approved establishment.
  • Identify skills gap under the current job replacement
  • Ascertain correctness of payroll records through head counts
  • Make recommendation on the optimal human resource requirements
No. 002/2013 – Financial Audit and Review of Revenue Collections Systems
 
The objective of the consultancy is to provide an opinion on the state of finance (assets and liabilities) of the defunct local authorities in the county for the last three (3) years and assist the county in development of a cost effective, efficient and risk free revenue collection system.

The objectives of this assignment are to:
  • Identify Assets and Liabilities of the County.
  • Conduct a baseline review of the County’s revenue streams, assessment of revenue collection and reporting, revenue leakages, potential income streams and provide implementable recommendations;
  • Review of payment system including authorization and approval of payments, mode of settling payments, cash handling procedures, related risks, and provide recommendations.
No. 003/2013 – Revenue Collection Agency
 
The objective of this EOI is to identify an experienced revenue collection agent who will be responsible for collection of revenues. 

The revenue collection agent must show an understanding of the income streams of the county backed by recent examples of work previously done in the same space.

Interested bidders must provide:
  • Detailed background on organizational and key staff, including details of experience in Revenue collection in Kenya, regionally or globally.
  • A concept note outline the proposed revenue collection model, places where this revenue collection has been implemented and two reference letters from current clients.
  • The expression of interest must be accompanied by the following mandatory requirement
  • Consultant profile-this should have the consultant’s history of the lead and key personnel.
  • Demonstrate strong background of understanding the public sector accounting and the public financial management Act 2012.
  • Proven experience of handling three (3) similar assignments with reputable firms
  • Provide proposed methodology and time frame to undertake the task.
  • Demonstrate ability to mobilize a team and deliver services in a timely manner.
  • Must provide audited accounts for the past three (3) years.
  • A signed statement that the consultant has not been barred from participating in public procurement process.
  • Evidence of physical – attach water/electricity bill or lease agreement

Role requirements

Pursuant to the County Government Act 2012 part 1 section 4 (2), Every County Government shall develop the Symbols of the county through a consultative process for approval by the County assembly by legislation.

In line with this, the county Government of West Pokot invites the members of the public, private firms and institutions in designing of the County Flag, Coat of arms and the county public seal.
