Futures Group is seeking a Procurement Assistant to support the administration of partner agreements
in compliance with company and government regulations. 

This position will report to the Procurement Manager and coordinates closely with F&A Manager and the Operations team in Washington, DC.

This position will be based in Nairobi, Kenya and Futures Group is seeking candidates that are currently residing in Kenya and eligible to work.
Key Responsibilities
  • Negotiate, administer, and assure compliance with agreements to include but not limited to: Contracts, Grants, Cooperative Agreements, and Task Orders. Support generally covers the full agreement life-cycle, from program award through close-out
  • Maintain productive relationships with client/partner contracting officers, agreement officers, and contract administrators
  • Ensure that the USG procurement procedures are adhered to and colleagues are familiar with the process
  • Conduct due diligence review of grant recipient invoices and provide training to grant recipients in financial accounting and reporting in accordance with USAID and collaborate with the technical staff to monitor grantee technical and financial performance
  • Ensure that before any purchase takes place relevant authorization has been obtained
  • Develop, negotiate, and administer partner agreements to include but not limited to: subcontracts, subgrants, letter agreements, consulting agreements
  • Maintain systems for tracking contractual documents, correspondence and reporting; applying records management policy
  • Initiate through effective correspondence requests for contract modifications and approvals such as: scope adjustments, personnel changes, budget realignments, performance period changes, implementing partner changes, consultant approval, etc.
  • Coordinate and consolidate responses to contractual requests from clients
  • Monitor and ensure compliance with Federal Acquisitions Regulations (FAR), AIDAR, and other government regulations; update/train project team with changes or modifications accordingly
  • Initiate monthly meetings with Program Director and/or Chief of Party for each support contract; addressing outstanding contractual matters, status of compliance and reporting, and partner agreements
  • Provide supervision for the Grant Officer and report to the Procurement Manager
Other Potential Responsibilities:
  • Contract budget modification development including the application of appropriate cost structures
  • Development and delivery of training materials to build broader capacity in partner agreement development and administration
  • Training in contract terms and related compliance areas
  • Support to proposal development including business/pricing volume support such as representation and certifications, small business plans, past performance documentation and cost sharing plans
  • Support to business development such as preparation and review of teaming agreements and memorandums of understanding as well as small business partner coordination
  • Refinement of policy and business process related to contracts and agreements, as well as the administration of contractual document templates
  • Executing audits of internal contract operations and of partner operations
Qualifications
  • Bachelor’s Degree required
  • 3 or more years procurement experience
  • Knowledge of the Federal Acquisition Regulations (FAR) preferred
  • Experience with an organization receiving US Government funding is preferred

  • Competent servicing, maintenance and repair of in fluid power engines, AC/DC circuits, and electro-mechanical devices.
  • Proficient in the use of multimeters, megohmmeters, and other basic power instruments.
  • At least 4 years maintenance related experience in electro-mechanical function or preferably servicing generators in busy environments

Early Warning Consultancy
 
June 2014 – January 2015

Background: The NDMA is currently engaged in a substantial revision of its early warning system and process, at National and County levels, in view of strengthening its early warning system and allow more appropriate and timely response when needed. 

ECHO is funding a Consortium of consortium of international NGOs (ACTED, Oxfam, VSF-G and Concern Worldwide) across the Arid and Semi-Arid Lands of Kenya to build community resilience to recurrent hazards. 

Within this consortium, ACTED is committed to support continued enhancement of early warning system in two pilot Counties, Baringo and Mandera. 
 
The project is build on three previous phases funded by ECHO aims to:
  • To increase the capacity of communities to plan, prepare and withstand shocks and stresses;
  • To increase the capacity of county structures to plan and prepare to shocks and stresses;
  • To enhance consortium capacity to coordinate and initiate early response to localized crisis.
Objectives 

  • Provision of strategic technical support to ACTED for improved County level early warning using contextual local knowledge to ensure appropriate data collection and levels of analysis;
  • Documentation of lessons learnt based on the pilot activities, with recommendations for improvements to pilot design.
Scope
 
The consultant will tackle the following aspects of the Kenya early warning system:
  • Understand how the information collected on each early warning indicator is analyzed within the Baringo and Mandera livelihood contexts;
  • Recommendations on tackling the issues of data reliability and availability;
  • Provide feedback and areas of improvement for the early warning products and their dissemination;
  • Link early warning analysis and key parameter data with contingency planning and response analysis drawing from technical development from the Global ERC project 
  • Situation and Response Analysis Framework and the County contingency planning process.

  • Development of a broader strategy paper, building on the Baringo workshop report linking to the developing work plan;

This request for Expression of Interest follows the General Procurement Notice (GPN) for this project that appeared in the United Nations Development Business on 30th November 2007 and online on 2nd November, 2007.

The GOVERNMENT OF KENYA has received a credit from the International Development Association (IDA) toward the cost of the Transparency & Communications Infrastructure Project (TCIP) Credit No. 5092-KE, 4284-KE and 5408-KE; Project ID No. P149019. TCIP will be implemented by the ICT Authority under the Ministry of ICT.

Background: The promulgation of the Constitution of Kenya 2010 on August 2010 paved way for County Governance as stipulated under Chapter Eleven (Cap 11) of CoK 2010. In 2013, the government decentralized its functions and governance to the county government as enacted in the Constitution. 

As a result 47 county governments were elected with the mandate of delivering services at the grassroots. Each of these Counties formed the County Governments comprising of the County Assemblies and County Executives with State powers of legislature – law making and Executive – Implementing the Laws and Policies respectively.

In addition to the decentralization of power, County governments are tasked with service provision at the grassroots. Most of the Counties are working on a clean slate and are in need of fast, efficient, accountable and affordable ways to deliver their mandate.

To achieve improved delivery services to citizens and overall efficiency, the project working closely with respective Counties is seeking the services of a consulting firm to provide project advisory services for the development of County ICT Roadmaps.

Assignment

The aim of the consultancy is to draft a comprehensive ICT road map for each County in Kenya. 


The ICT road map will enable a county to:
  • Use ICT to enable efficient and cost-effective County operations;
  • Provide their County residents with the best and most cost-effective ICT-enabled services and resources; and,
  • Ensure that County ICT investment is consistent with global best practice, produces maximum value, integrated with the National Government and neighboring County ICT infrastructure and systems, and is consistent with the philosophy of shared ICT services.

Accountabilities: Under the direct supervision of the Administration Assistant, the incumbent will perform the following duties:
 
Major Duties and Responsibilities:
  • Provide reliable driving services using the assigned vehicles, for the transport of authorized WFP staff members, officials and visitors in accordance with the authorized routing following UN safety and security rules and regulations.
  • Take care of the day-to-day efficient maintenance of the assigned vehicles, checking oil, water, battery, brakes, tyres, etc. And ensure that the vehicle is kept clean at all times before and after travel.
  • Perform minor preventive repairs and make necessary arrangements for repairs and service and ensure that the assigned vehicles are kept in good running condition at all times.
  • Log official trips, daily mileage, fuel consumption, and servicing done to ensure completeness of vehicle operation records.
  • Provide weekly fuel reports to your respective supervisors to ensure accurate fuel consumption records.
  • Collect and deliver mail, documents and other items and assist in distribution of newsletters and publications, paying of office bills as required.
  • Meet official personnel and visitors at the airport and facilitate transport to their respective accommodation locations and/or office as required.
  • Take the necessary steps required in accordance with the rules and regulations in case of an accident.
  • Negotiate, liaise and coordinate with local authorities to facilitate vehicle movements in designated areas.
  • Provide translation of basic information from the local language into the UN official language for the UN staff in the vehicle.
  • Perform other related duties as required.
Qualifications and Experience:
  • Successful completion of Primary School Education (KCPE). Completion of Secondary School Education (KCSE) and/or qualifications in Motor Mechanic, Ms Word and Excel, First Aid or Defensive Driving will have an added advantage.
  • Be in possession of a valid Driving Licence class B, C, E with excellent knowledge of driving rules and regulations.
  • At least two years’ proven & continuous work experience as a driver with a safe driving record. Experience in using HF/VHF radios. UN experience will be an added advantage.
  • Experience in driving and maintaining different makes/models of diesel and petrol, saloon and 4-wheel drive vehicles.
  • Should be trustworthy, have a high sense of responsibility, be alert, physically fit and emotionally stable.
  • Should be polite and willing to take and carry out instructions. Must be tactful, punctual and able to use common sense.
  • Good knowledge of the various WFP duty station, current conditions of Kenya roads and highways and familiarity with the frequently travelled routes and routines of the senior WFP staff.
  • Ability to work independently and exercise good judgment in difficult situations. Ability to use discretion and initiative.
  • Should be able to work effectively with people of different cultural backgrounds within and outside WFP.
  • Good spoken English and Kiswahili.

VSF Germany seeks to recruit a qualified and well experienced Project Manager to oversee the implementation of a food security grant Jonglei State, South Sudan. 

This position is based in Bor, Jonglei state, with frequent travels to Pibor. 

The post will be part of the South Sudan Country Program responding to the evolving humanitarian emergency.

Key Responsibilities:

 
To provide technical and operational support to the project implementation team.
  • Ensure an effective planning, implementing and monitoring as well as, reviewing and reporting.
  • Development of a highly motivated project team of field officers and support community networks especially animal health workers.
  • Provide technical support to the teams at field level.
  • Prepare an overall implementation plan and budget.
  • Ensure that financial control of the project is consistent with the VSFG internal finance procedures.
  • Produce and present project progress reports in line with the project grant and in coordination with country program support
  • Any other relevant tasks
Skills / Qualifications
  • A Degree or equivalent in Veterinary medicine, Agriculture or related field of study. Those with social sciences with strong food security experience can apply.
  • Post graduate qualifications in Veterinary medicine, Agriculture or related field will be of an added advantage.
  • At least 5 years experience working in an international Organization.
  • Technical expertise in a field related to emergency environments especially those related to violence
  • Good analytical, report writing, and presentation skills (in English), including the ability to present complex issues clearly and concisely.
  • Working experience in South Sudan especially conflict prone areas with 3 years spent in the field.
  • Excellent leadership, negotiation, facilitation, team building and communication skills.
  • Demonstrated experience in emergency likelihood projects with short implementation periods.
  • Working Knowledge of Donor Funds Management and Reporting.
  • Excellent computer knowledge
Contract Duration: 6 months with possibility of extension
 
Place of work: Bor and Pibor, South Sudan.
 
Salary: as per the organization scale.
 
Living Conditions: Very basic living conditions are provided in shared compound in Bor Town. Bor town was adversely affected by the conflict since 2013 December with the market nearly collapsing but picking now.
