Job Title: Public Health Engineer

Duty Station/Mission: Mogadishu South Central Somalia

Duration: 12 months fixed term contract (with possibility of extension subject to operations).

The Organization

Humanitarian Initiative Just Relief Aid (HIJRA) is a humanitarian and development organization that aims to positively contribute towards improving the living standards and conditions of those adversely affected by disasters and conflict in the Horn of Africa.

Our work involves provision of clean and accessible water supply, sanitation facilities and promotion of health/hygiene and food security programs. HIJRA is dedicated and committed to reconstruction of community livelihoods through its direct contacts with communities.

Job Purpose

The Public Health Engineer is expected to provide Public Health technical input to all HIJRA programs in Somalia.

These duties include but not limited to designing, planning and implementation of large water supply systems in Mogadishu and Afooye to effectively complete the humanitarian program interventions of HIJRA Somalia.

Tasks and Responsibilities :
  • The Public Health Engineer will conduct rapid and detailed needs assessment in the camp(s) and the host communities.
  • H/She will support pipeline survey, design technical drawing, bill of quantities for water distribution facilities and organize logistics supports to supply materials at site.
  • The person will ensure that minimum standards of technical quality in all engineering activities and interventions are technically appropriate, realistic and budget sound.
  • H/She will also prepare agreement/procedures documents for labor contract or sub-contract relevant works.
Qualifications & Requirements:
  • Bachelor degree in Civil/Water engineering from a recognized university.
  • Minimum of 5 years’ experience in humanitarian work and significant understanding of building materials, construction and integrated Watsan and hygiene promotion Programme for IDPs in camps, urban and rural situation.
  • Practical experience of technical project implementation and ability to work within deadlines and independently in difficult environment is essential.
  • Good knowledge and experience in working with local communities with a capacity of providing technical training. Involvement in emergency relief programs in Africa would be an asset
  • Must have the ability to work well under pressure and in response to ever changing needs
  • Knowledge and understanding of the NGO humanitarian sector
  • Experience of working with Sphere Standards and Guideline
  • Must have experience in Proposal writing and fundraising
  • Must have the ability to travel and work in difficult circumstance
  • Should have assessment, analytical and planning skills
  • Should be diplomatic, and have negotiating skills
  • Must have team work experience
Desirable
  • Somali language would be an advantage
