The County Assembly of Marsabit Service Board wishes to recruit competent and qualified persons to fill the positions as per the constitution of Kenya 2010 under article 176(1) and County Government Act No. 17 of 2012, section 12(7b);

1. Deputy Clerk 
MBT/CASB/2014/1
One Position
 
Duties and responsibilities
  • General supervision of all departments
  • External relations including international, inter-parliamentary relations, conferences and protocol affairs.
  • Enhancing public understanding and knowledge of the work of the County Assembly and increasing public accessibility and awareness and the operations.
  • Offering procedural advice to the Speaker, other Presiding officers and members of County Assembly as required and overseeing the proceedings of the house;
  • Preparation and presentation of orientation programmes for newly elected members of County Assembly.
  • Introduction and management of Legislative internship programmes.
  • Any other duties as may be assigned by the clerk.
Requirements for appointment
 
For appointment to the grade a person will have:
  • A degree in a relevant field from a university recognized in Kenya.
  • Meritoriously executed supervisory duties and responsibilities in a related organization for at least three (3) years.
  • Served in, and shown proven and enduring flair for parliamentary procedure and practice and have wider experience in the role, functions and operation of a legislature or local authority, through exhaustive service in all sphere of a legislative body.
  • Attended a Senior Management Course from a recognized body v. Fulfill the requirement of Chapter Six of the Constitution of Kenya
2. Principal Clerk Assistant

Duties and Responsibilities
  • Planning and carrying out functions of either the legislative/procedural services and the committee services.
  • Coordinating the operations of a group of functions in the legislature.
  • Advising the Speaker, other presiding officers and members of the county assembly on legislative procedures and practices.
  • Coordinating operations of the speaker’s chambers.
  • Managing County Assembly procedure, practice, conventions, traditions and etiquette.
  • Offering administrative services to various types of County Assembly Service board
  • Coordinating activities pertaining to seminars and conferences for members of the assembly.
  • Any other duties assigned by the Clerk.
Requirements for Appointment
  • Be in possession of a Bachelor’s Degree in Social Sciences, law or Political Science from a recognized university.
  • Possess mastery of parliamentary procedure and practice and application of knowledge in the execution of the assigned functions, activities and tasks within a specified sector of County Assembly operations.
  • Be Computer literate with good command in spoken and written English.
  • Have served as a Clerk Assistant in the National Assembly or in similar capacity in Public or Private sector.
  • Fulfill the requirement of Chapter Six of the Constitution of Kenya
3. Director Policy and Research

1 Position
 
Job Objective: The Director Policy and Research will be responsible for the implementation of policies and strategies of the County Assembly and for ensuring that there is a strong evidence-based debate in the sessions of the Assembly.
 
In particular the position holder will be responsible for: County Assembly Policies and Research Development:In Collaboration with the Speaker, County Clerk and Departmental Heads;
  • Implement the Policies and Strategies of the County Assembly.
  • Identify research and policy priorities that are relevant to the effective and functioning of the County Assembly.
  • Conduct original and secondary research to develop a comprehensive data base for the policy agenda of the County Assembly
  • Facilitate the establishment of a Resource Centre for reference and preparatory materials for the Members of the County Assembly and Staff to promote evidence-based debate and decision-making
  • Develop strategies for capacity development for the Members of the County Assembly, Select Committees and staff.
  • Build and maintain relationships with academic and research institutions to add value to the work of the County Assembly.
  • Liaising and work with County Assembly and Parliamentary Policy and Strategy Platforms and Forums to promote the exchange of ideas and information
  • Support the Members of the County Assembly, Select Committees and Staff in the preparations and drafting of sessional papers, bills and reports.
  • Identify and engage strategic partners and key stakeholders and develop collaborative relationships for technical and financial support towards the attainment of the goals of the County Assembly
  • Support Staff as necessary in drafting press releases, blog posts and publications of documents of the County Assembly
  • Carry out any other duties and responsibilities relevant to policy and research development as assigned by the County Clerk
Key Qualifications and Requirements:
 
Essential Skills
  • A Bachelor’s Degree in any field relevant to policy development and research
  • Have 10 years’ working experience in high level technical and managerial positions
  • Experience and knowledge of the constitutional, governance, democratic and leadership processes
  • Good skills in assessments, surveys, research and documentation
  • Knowledge on Parliamentary institutions and processes
  • Good writing and communication skills
  • Good Training and Facilitation Skills
  • Experience on strategy and policy development
  • Experience in stakeholder engagement and public participation
  • Knowledge and Experience in Resource Mobilization
  • Experience and ability to promote teamwork and collaboration
  • Good general IT skills

4. Public Relations Officer I

Duties and Responsibilities
  • Assisting in sourcing for appropriate television and radio programs to disseminate information on activities of the County Assembly;
  • Documenting the Assembly events through video, photography and press cutting;
  • Preparing and placement of radio and TV infomercials;
  • Assisting in the preparation of exhibitions and trade
Requirements for Appointment
  • Be in possession of a Degree from a recognized institution

5. Protocol Officer I

Duties and Responsibilities
  • Coordinating all public relations related activities including publishing of brochures, handbooks, flyers, CDs etc
  • Updating of the website in liaison with the IT department;
  • Coordinating of the outreach program
  • Preparing press releases; reacting to media stories and proactive media reporting through the available channels
  • Coordinating with the Broadcast Unit on broadcast/ media aspects
Requirement for Appointment
  • Have Bachelor’s degree in Social Sciences
  • Must demonstrate administrative management skills and sound knowledge of media, public relations and communication ability;
  • Be competent in use of IT as a working tool.
  • Good administration, organization, and analytical skills
  • Good written and verbal communication skills
  • Fulfill the requirement of Chapter Six of the constitution of Kenya.
6. Librarian I

Overall Purpose of the Job: To document the County heritage and history for future generations in
accordance with the national collections documentation strategy for public access

Duties and Responsibilities
  • Managing and developing of books and journals (both papers and electronic as well as websites)
  • Managing and supporting the provision of reading lists and allocating lengths of loans.
  • Creating, updating and managing information resources both electronic and print.
  • Selecting and acquiring and cataloguing information using library and information software.
  • Producing reports, liaising with curators, updating records.
  • Assisting with current documentation tasks as required (for example, scanning documents and photographs).
  • Provision of the Selective Dissemination of Information service and preparation of Annual Reports.
  • Keep up to date with relevant professional development in the library sector. 
Requirement for Appointment
  • Diploma from a recognized institution in a specialized field;
  • A minimum of 2 years relevant work experience
  • Good general IT skills and a proven ability to learn new applications.
  • Attention to detail and accuracy.
  • A team player with an ability to work under minimum supervision
  • Fulfill the requirement of Chapter Six of the constitution of Kenya.
7. Records Management Officer II

Duties and Responsibilities
 
An officer at this level may be deployed in the Secret Registry.
  • Ensuring that letters are appropriately filed and marked to action officer
  • Controlling and opening of files
  • Updating file index
  • Ascertaining the general cleanliness of the registry
  • Guide and supervise staff
  • Ensuring security of information/files in the registry
  • Updating and maintaining up-to-date file movement records
Requirements for Appointment
  • Be in possession of a Diploma or Certificate in Records Management from an institution recognized in Kenya
  • Shown merit work performance
  • Previous engagements in such position for 3 years
  • Computer literate
  • Good interpersonal skills
  • Fulfill the requirement of Chapter Six of the constitution of Kenya.
8. Public Participation Officer I

Job Objective: To liaise, co-ordinate, mobilise, inform and assist communities with access to services provided by County Assembly and to assist communities to identify and communicate their needs to the relevant committees of the County Assembly with the aim of bringing services closer to the people.
 
Duties and Responsibilities:
  • Inform and assist communities with access to the services provided by County assembly structures.
  • Determine the needs of communities and communicate these needs to the relevant committees.
  • Promote networks and enhance the activities of existing committees aimed at improved service delivery.
  • Compile reports and documents, as required, on progress, issues attended to, actions taken and outcomes.
  • Keep up to date with regard to all services rendered by the County Assembly and the processes and mechanisms to access the services.
Requirements for direct appointments
  • Minimum of Bachelor degree Community development, Sociology, Psychology and Communication, Marketing Public Relations and Media, Social studies or any other relevant field;
  • Must demonstrate communication ability; and
  • Be competent in use of IT as a working tool
  • Fulfill the requirement of Chapter Six of the constitution of Kenya
