Title: Chief of Party

MSH seeks a Chief of Party for an anticipated 5-year, $35 million, USAID-funded project in Kenya that will deliver an integrated high-impact interventions in the areas of HIV&AIDS; Family Planning; Maternal, Newborn and Child Health; Maternal and Child Nutrition; Water, Sanitation and Hygiene.
The project will benefit under-served populations in Nairobi County, with a possible focus on urban informal settlements.
This position is contingent upon project award and funding.
Specific Requirements
1. Lead and manage the project with full accountability and authority for the development, execution, and monitoring of the project, including
(1) vision and technical strategy;
(2) project management;
(3) program, contractual and financial reporting, documentation and communication;
(4) client(s) and stakeholder(s) relationships; and
(5) coordination and synergy with other MSH projects.
Supervise the project’s senior project staff, including the Monitoring & Evaluation Advisor and Administrative and Finance Manager.
Oversee development and provide ongoing oversight of the M&E plan.
2. Lead the consortium of MSH and its sub-contractors, which will include international, national and local organizations.
Ensure that the project activities are supported and implemented to achieve project milestones and contractual obligations.
Promote integration of internal project activities so as to provide better support to the local health systems, health facilities and local implementing partners as well as stronger support to deliver integrated and high quality service.
Facilitate project start-up technical activities, including the development of plans for each key technical and management component.
3. Serve as MSH’s official representative of the project and maintains communication between all relevant parties, including appropriate officials from MOH and the USAID COR assigned to this agreement.
Coordinate with USAID for communication with USAID/Kenya, other USG entities, and other GOK entities.
4. Engage additional international, government and private donors and stakeholders to leverage USAID’s project investments.
5. Contribute to strengthening MSH presence in Kenya
Qualifications
1. Required - Minimum of a Master’s degree in Public Health or related area.
2. Required - Demonstrated a minimum of 10 years of successful experience as the Chief of Party, Deputy Chief of Party, or senior-level technical or program manager of a comparable multi-dimensional USAID health project, managing professional and financial resources on a similar scale preferred.

3. Required – Successful experience leading, managing and/or coordinating a consortium of international and local sub-contractors to achieve measurable results within a technically complex and integrated health program. Proven ability to communicate well with, motivate, guide, and direct all levels of staff. Hands-on senior staff supervision experience required.
4. Required – Successful experience engaging representatives of USAID, the host country government, civil society organizations, international development organizations and private sector to support project implementation and/or to provide complementary resources to the project.
5. Required – Successful track record of sharing knowledge, documenting experience, supporting creative initiatives, and sharing credit. Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication in English, and negotiation skills.
6. Recommended - Prior working experience in programs addressing health needs of populations living in informal urban settlements.
7. Recommended - Prior working experience in health programs in Kenya and/or with PEPFAR-funded projects.
8. Recommended - Demonstrated experience in the following:
- Strengthening capacities of NGO administrative and financial systems, and oversight of grants programs.
- Strengthening leadership and management capacities of national and sub-national government health systems.
- Integrated health programs which combine HIV&AIDS; Family Planning; Maternal, Newborn and Child Health; Maternal and Child Nutrition; Water, Sanitation and Hygiene.
